A public mountain course, a short season, and one neighborhood with no HOA.
Elephant Rocks is the 18 hole golf course at the edge of Williams, at 2200 Country Club Drive. It is a public course owned by the City of Williams, set in Ponderosa pine near 7,000 feet with Bill Williams Mountain behind it. There has been a course here since the 1920s. Designer Gary Panks reworked it, and the second nine was added in 2000.
It plays as a par 72 at 6,695 yards from the back tees. Because it is public, you pay green fees or buy a pass rather than joining a private club. Confirm current rates with the course. The course is irrigated with reclaimed water, which is worth knowing if water use is on your mind.
This is the part desert golfers forget. The course opens in spring, mid March in 2026, and closes for the winter when the snow comes. If year round golf is the goal, this is not the course for that. If you want to walk to the first tee on a July morning when it is 110 in the Valley, it is hard to beat.
Highland Meadows is the neighborhood along the course. It is a mix of custom homes and open home sites, many on larger lots, and a lot of owners want room for an RV or a shop along with the house. Local listings describe it as having no HOA and no buy-in fees, and the city maintains the streets. Confirm that in the title report for any specific lot before you rely on it.
No HOA cuts both ways. There are no dues and no design committee, but there is also no committee controlling what a neighbor builds. We are building 111 Highland Meadows there now, on the pond at the 14th hole.
